The Government has been proposed to create incentives for divisions of conservation plots of land

In December and after a long controversy, the Government committed to sending Congress the draft bill that regulates rural land divisions, clears up the tax situation, and reduces the environmental damage due to a sharp increase of land subdivisions for residential purposes.

 

The draft bill is being drawn up by The Comité Interministerial de Ciudad, Vivienda y Territorio (COMICIVYT), an instance that coordinates permanently 12 ministries to favor a new law.

 

Pablo Contrucci, Executive Director at COMICIVYT, has expounded that the purpose of it is to avoid the damaging effects caused by illegal divisions of plots of land that, incidentally, have also damaged the environment.

The executive said “ They are a time bomb”.

 

Felipe Escalona, the founder and CEO at The Real Eco State, a company focused on land conservation in Chilean Patagonia, held a meeting with COMICIVYT to voice an alternative from the Conservation Easement (DRC) side.

Regulation that enforces legally and perpetually the conservation of subdivided rural plots of land, preserving the flora, fauna, and land features throughout the building of Private Conservation Parks.

 

Escalona says:  “It aims to protect biodiversity both keeping the balance of ecosystems and encouraging land planning focused on protection and conservation."

 

The Real Eco State Proposal

In the company founder’s words, the minimum area of each plot of land is five hectares; 100% of it would be reserved to conserve nature.

 

It means that it is allowed neither to alter water courses, cut down trees, fence the plots of land nor to subdivide, reducing to a minimum human intervention, which doesn’t mean the prohibition of people's presence.

In this way, the plots of land turn into a private park with the highest standards of natural heritage conservation whose regulation is effective through the Conservation Easement constitution.

 

The Real Eco State proposed COMICIVYT to encourage these kinds of land divisions on the bill considering that the final subdivision purpose, in this case, is land conservation

The proposal seeks the Executive to set out the obligation to actively audit this regulation compliance to avoid damages that may be irreversible.

 

Finally, as these private conservation parks represent a model whose development is beneficial to protect ecosystems, The Real Eco State’s founder suggested mechanisms that engage people to put faith in conservation.

Among them, tax incentives have been proposed to decrease the cost over time of an inversion like this, such as the exemption of land taxes and the incorporation of these plots of land in the carbon credit market.

The proposal was formalized and subsequently sent to the interministerial organization to be considered as part of the bill discussion.
